But even as the red flags were going up, inside the CDC questions on how to deal with the looming crisis were met with … chaos. And to cover up both how little it knew about what was happening, and how unprepared it was to respond, the CDC reacted by withdrawing, releasing less information, and tightening the requirements for testing.
