Who actually controls a border system? Government, operator and vendor roles explained
When a private company supplies technology at an airport, it does not acquire the government's power to admit, refuse, investigate or remove a traveller. That authority remains with the state under its own law. Confusion begins when articles use “runs the border”, “controls passenger data” and “supplies the system” as though they mean the same thing.
