An airport-project audit is oversight at work, not a criminal verdict
An audit can uncover weak controls, missing documents, unapproved payments, delayed transfers or failures to follow a contract. Those findings can be serious and may require recovery, disciplinary action or referral to another authority. But an audit is not automatically a criminal conviction, and an audit recommendation is not the same as a court order.
